INTRODUCTORY.
THE publication of a Roster of the Soldiers of Ohio in the War of the Rebellion was authorized by the following resolution, offered by Mr. Van CLEAF, and adopted by the Legislature, almost without opposition, on May 15th, 1884: _
Resolved by the General Assembly of the State of Ohio, That the Governor, Secretary of State and Adjutant-General be and they are hereby authorized to secure the pyblication, in book form, of the complete Roster of all the regiments, or parts of regiments, furnished by Ohio, in the War with Mexico, and in the War of the Rebellion; said publication to contain the main items of the record of each officer and soldier, so far as the same is attainable, from the rolls now in the Adjutant-General’s office, and in the War Department at Washington, and they shall begin said work as soon as practicable, and continue the same until the said printed Roster is complete. The printing and binding to be under the direction of the Commissioners of Public Printing, and the publication, when completed, shall be under the control of the officials first named, for such dispoeal as the General Assembly may hereafter direct.
The records of the War with Mexico now in possession of the Adjutant- General of Ohio are so incomplete, and the difficulty of securing missing rolls from the War Department at Washington so great, that no effort has been made to prepare a Roster of Ohio soldiers in that War, it being thought advisable to postpone that work until after the Roster of the War of the Rebellion is completed. The magnitude of the latter task is, of itself, difficult of compre- hension. |
Ohio may justly claim to have been the first State of the Union in the great work of suppressing the Rebellion. Aside from the recognized prominence of the State in furnishing great generals to lead the armies of the Union to vic- tory, no loyal State furnished more soldiers in proportion to population, and none surpassed Ohio in the promptness and vigor with which she responded to every call for troops. Not only did Ohio furnish to the Govern- ment at Washington her full quota, but, according to the lowest estimates, she exceeded her quota by 13,337 soldiers. In this respect, Massachusetts and Llinois alone, of all the States, can boast as proud a record, and both States have long since published complete rosters of all their regiments engaged in

special and general orders of the War Department, and regimental and com- pany books. The greatest diligence and care have been exercised to secure accuracy, but the manner in which the rolls were kept by the various company officers was very dissimilar, and sometimes very perplexing. The details, in many instances, are full and complete, while upon other rolls they are most meagre and inaccurate. Especially is this the case in the reports of casua!- ties—some officers stating with care and particularity the place, the date and the cause of a death; others simply stating that the soldier died, or was “killed by the enemy,” leaving posterity to guess the rest of the record as best it can. Another fruitful source of error is plainly irremediable: The loss of the original rolls of a company by capture, fire, the haste attending sudden movements of the army, and numerous other causes incident to war, often occurred, and the preparation of duplicate rolls from memory, where that was attempted, was necessarily attended by important omissions and mistakes, which, though quite apparent, too frequently can not now be rectified. These inequalities must, therefore, extend to the published records, as only partial remedies for the defects exist, or rather, as a rule, no remedy whatever.
The aim has been to give the name and age of each officer and soldier at the time of enlistment, the date of entering the service, term of.service, the promotions, the discharges, and the casualties. A ‘Roll of Honor” for each regiment is added at the end of the volume in which the cause of death and place of burial of those who died in the service are sought to be given. In this work reference was had to publications of the War Department, and a care- ful comparison made with the muster-out rolls of each regiment. The records of many soldiers reported as “deserters,” ‘“ missing in battle,” “absent sick,” etc., were in this way corrected, it being shown conclusively that they died in prisons, or in the hospitals where they were left on the advance of their com- mands.
The records of the three-months’ troops enlisted at the outbreak of the Rebellion were not prepared for publication by Adjutant-General FINLEy, but a start made at once on the three-years’ infantry regiments.- For this and other reasons it is thought best to issue the present volume as “Volume II” of the Roster, and to prepare hereafter a record of the earliest organizations of the State, and issue it as “ Volume I.”
The resolution authorizing the publication of the Roster does not contem- plate the preparation of a history of each organization through its entire carcer, or any part thereof. To supply this defect to some extent, an introductory statement is made to each regimental roster, showing the date of organization, period of service, and names and dates of the engagements in which the regi- ment participated. The United States Army Register has furnished much of this information, though inaccuracies doubtlessly occur in many instances as to

the number of battles in which a regiment was engaged. Regimental histories in print and in manuscript, the Union and Confederate War Records, now being published by the War Department, “Ohio in the War,” and other reliable authorities, have been consulted in this part of the work. Application was made to the War Department, very early in the preparation of the Roster, for access to the records of Ohio regiments, but this for a long time was refused, as all similar requests had been from other States engaged in preparing rosters. In July of this year, however, permission was at length secured of General R. C. Drum, Adjutant-General of the United States Army, to have the missing records copied by clerks furnished at the expense of this State. In this manner the Roster of the Thirteenth Infantry was secured, as well as other important data that could be procured in no other way. No effort or labor has been spared to secure all missing records, and but little conception can be formed by those who have never engaged in such work of the difficulties that have been encountered, It is confidently believed that much of this prelimi- nary work will result in the more speedy and accurate compilation of the remaining volumes of the Roster, especially so as the records of the first regi- mental érganizations are less complete than those afterwards perfected. The Legislature, at its last seasion, passed, on May 12th, 1886, the following
law (8. B. No. 151, Mr. Sutityan), providing more fully for the publication and distribution of the Roster:
Section 1. Be it enacted by the General Assembly of the State of Ohio, That there be and is hereby appropriated out of any money in the State treasury to the credit of the general revenue fund, not otherwise appropriated, the following sum, for the purpose herein named, to wit: For the publication of two volumes of the Roster of the Ohio Soldiers, authorized by Senate Joint Resolution adopted March 15th, 1884, the sum of twenty thousand dollars (220,000), The pub- lication of said volumes shall be under the direction of the Commissioners of Public Printing, together with the Adjutant-General, who shall, within sixty days after the passage of this act, contract for the publication of said volumes, in the manner provided for in sections 320 and $21. of the Revised Statutes of Ohio, and who shall determine the size and style of type and page, quality and weight of paper, and style of binding, and they shall have printed and bound, as speedily as possible, consistent with proper execution of the work, an edition of ten thousand copies of each of said yolumes; provided, the cost of said publication shall not exceed one dollar per volume of not less than seven hundred and fifty pages.
Sec. 2. The distribution of said volumes shall be under the direction of the Adj utant-Ger- eral, and shall be as follows:
i each Member of the General Assembly, ten copies;
o the Adjutant-General, for distribution to the Adjutants-General of each State and Terri- tory, aa proper officials of the War Department at Washington, D. C., sixty copies ;
To each of the State officers of Ohio, and to each of the various State departments and institutions, one copy ;
To the State Library, fifty copies for exchanges, and ten copies to be retained permanently therein ; ; -
To each incorporated public library of the State, one copy ;
To each post of the Grand Army of the Republic, on condition that if the post be aisbanded at any time the same shall be returned to the State Library, one copy; and to the Department of Ohio Grand Army of the Republic, and of the Loyal Legion, each one copy ;

To each County Recorder, to be by him kept in his office and transferred to his successor as other public records, one copy.
The remainder of said copies after such distribution shall be placed on sale by the Adjutant- General, at a price not exceeding one dollar per volume. He shall keep a record of such sales, and shall, at the end of each quarter of the fiscal year, pay into the State treasury the sum received, until all of said volumes are sold, unless otherwise directed by the General Assembly; provided, that he shall not sell more than one copy of each of said volumes to the same person.
Sec. 3. This act shall take effect and be in force from and after its passage.
Under the provisions of this act, the Board thereby created, on July 7th, 1886, awarded the contract for furnishing the two volumes to “The Ohio Valley Publishing and Manufacturing Company,” of Cincinnati, at the com- paratively low price of $20,000 for the 20,000 copies. To this company great credit is due for the handsome manner in which the work has been exe- cuted, both in printing and binding, and it is but just to add that they have displayed great energy in pushing the work to a speedy completion under unexpected embarrassments and difficulties. The Adjutant-General, especially, is under obligations for the prompt attention they have given all suggestions and orders from his department, some of which involved much trouble and expense on their part not originally contemplated or provided for.

First Regiment Ohio Volunteer Infantry.
THREE YEARS’ SERVICE.
Tuts Regiment was organized at Dayton, Ohio, from August 5 to October 30, 1861, to serve for three years. The original members (except veterans) were mustered out September 24, 1864, by reason of expiration of term of service, and the veterans and recruits were transferred to the Eighteenth Veteran Regiment Ohio Infantry, October 31, 1864.
No official list of battles for this Regiment has as yet been published by the United States War Department; but diligent search has been made in the preparation of this work for a list of battles in which the Regiment bore an honorable part, and the following is given as the best that could be prepared from all the sources of information attainable. The Regiment saw its initial battle at Pittsburg Landing, and closed its career in front of Atlanta.

Second Regiment Ohio Volunteer Infantry.
THREE YEARS’ SERVICE.
Tuis Regiment was organized at Camp Dennison, Ohio, from July 17 to September 20, 1861, to serve for three years. The original members (except veterans) were mustered out October 10, 1864, by reason of expiration of term of service, and the veterans and recruits were transferred to the Eighteenth Veteran Infantry Regiment, October 31, 1864.
The official list of battles of this Regiment is not yet published in Orders of the War Department, and the following list of battles in which the Regiment bore an honorable part is the best that could be prepared from all the sources of information at our command:
